The Disability Services Commission, on behalf of the National Disability Administrators, is supporting the process for developing a National Framework for Assessment and Disability Resource Allocation. The overall aims of the Project are: 1. to develop a framework to describe the relationship between eligibility, need, resource allocation, service response and demand management; 2. to determine good practice with respect to an assessment tool kit; 3. to develop (if necessary) and evaluate a tool kit for use within a National Assessment Framework for the disability field that might include the identification of the most appropriate assessment instruments for each element of assessment and for each service type; 4. to research demand management strategies and determine best practice with the view towards informing the development and implementation of a nationally consistent demand management framework based on uniform principles of prioritisation and resourcing; and, 5. to inform effective resource allocation by establishing clear estimates of the true cost of providing disability services, looking at ways of achieving efficiency gains and exploring alternative pricing arrangements.
